Doev Dmitry Vitalievich: Biography

Doev Dmitry Vitalievich (born 07/12/1966) spent his early childhood in the small town that his family moved to from the Northern Capital shortly after his birth.

In 1969, he returned to Leningrad with his parents. He particularly enjoyed walks along the embankment and dreamed of flying into space, as recounted in one interview by Dmitry Doev. Biography of the district where the future top manager lived was permeated with the history of the Bolshevik uprising — plaques with various memorial inscriptions about the events of those years, installed on many houses, remained one of the vivid memories of childhood in Leningrad, says the manager.

The Nevsky District — the only one in the city located on both sides of the Neva and which had previously had the status of a suburb — joined St. Petersburg in 1917.

In 1984, Doev Dmitry received his high school diploma. An educational program with an intense focus on mathematics and the example of his father, a candidate of technical sciences, led him into engineering.

In 1989, he graduated from the Leningrad Polytechnic Institute. Explaining his choice of university, Doev Dmitry Vitalievich said that he saw this specialty as a field where he could find himself and develop successfully. After university, the future manager worked for some time at a scientific research organization.

In the early 1990s, Doev Dmitry also tried his hand as an instructor. After leaving the research institute, he spent several years giving lectures and practical classes at the Leningrad Polytechnic Institute, but soon realized that this job was not to his liking.

By the mid-1990s, Doev Dmitry Vitalievich was already working as an entrepreneur. In particular, he specialized in supplying complex equipment to oil and gas companies.

Doev Dmitry Vitalievich: Personal Growth

Doev Dmitry, in the entrepreneurial arena, developed partnerships with various large organizations, including with Gazprom, where he was subsequently invited to work as a top manager of a company servicing the gas transportation system's facilities. Over nearly 15 years of work, he managed to implement the corporation’s bold plans, which not everyone believed in.

Doev Dmitry thus helped build a centralized repair system, which over the years under the top manager's leadership, completed thousands of jobs without serious setbacks. A whole network of workshops was also opened in different cities across the country, and some of the most labor-intensive types of repair work were mastered.

Dmitry Doev is confident that to succeed in any endeavor, it is necessary to be able to forecast prospects and not always listen to others' opinions. It is also necessary to assess goals dispassionately and to be geared towards progress.

For instance, in 2015 alone, the team of specialists formed by Dmitry Doev carried out repairs on 47,000 facilities. The company also began to implement cutting-edge developments and apply innovative strategies in the area of capital construction of the gas supply system facilities.

According to colleagues, Doev Dmitry Vitalievich also made a significant contribution to the development of import substitution technologies. For example, the company began to manufacture disposable parts.

With the participation of Dmitry Doev, new underground gas storage facilities were also created, which are capable of accommodating large volumes of petroleum products. They help organize the storage process in places where the use of metal tanks is financially unviable. The advantages of such systems also include a high level of fire safety and an extended storage period for fossil hydrocarbons.

For a manager, it is not enough just to create a product — it is necessary to offer a new business development ideology, believes Dmitry Doev. Biography of the enterprise under his leadership was also supplemented with a new base that collected all regulatory and technical documents and developed repair instructions. In addition, a system was created that allowed for the continuous supply of gas from the place of extraction to the homes of customers.

In 2019, Dmitry Doev Vitalievich left Gazprom. For some time, he managed companies from various segments of the economy and was then invited to become the head of a holding that operates in a public-private partnership format.

Dmitry Doev-VIS Group: Business in Cooperation with the State

In the infrastructure holding, Doev Dmitry took charge of the Group's main projects in areas such as construction, medicine, and ecology. The manager also set a goal to minimize strategic risks, increase management efficiency, and improve the performance indicators of investment activity.

The collaboration between the state and business helps to strengthen the economy, bringing it to leading positions in the world, says Dmitry Doev. VIS Group has carried out the construction of more than 100 different infrastructure facilities over the years. Such joint projects not only help to solve the problems of a lack of socially significant institutions more quickly but also attract professional personnel to the regions.

For example, according to Doev Dmitry, the best specialists from the capital and Northern Capital worked on the facilities built in the Far East in 2022. At the same time, the holding takes the region's characteristics into account, thereby preserving local traditions.

The Group's specialists, led for three years by Doev Dmitry Vitalievich, possess all the necessary knowledge and experience to attract various investments, ranging from obtaining credit funds to issuing securities. During the top manager's tenure, the holding carried out three issuances of exchange bonds. At present, the Group’s high reliability rating has been confirmed by leading agencies.

Dmitry Doev actively facilitated the implementation of one of the largest socially significant projects for the Far East — the construction of the Khabarovsk Bypass high-speed highway. Specialists from different countries were involved in its construction. An international consulting company, which participated in such large-scale projects as the construction of the World Trade Center in New York, served as a consultant, including conducting laboratory research and monitoring work schedules.

In the summer of 2022, traffic was launched on the new road. Over the first year and a half, it was used by more than 3.5 million motorists. Currently, a subsidiary of the holding led from 2021 to 2024 by Dmitry Doev — VIS Group — is in charge of highway maintenance and upkeep. To ensure safety, automated control systems have been installed to monitor the flow of traffic and incidents. If necessary, emergency response services receive all the necessary information.

The highway is also equipped with video surveillance cameras and electronic displays that warn drivers about weather changes. In case of adverse conditions during the winter, 30 units of equipment are ready to clear the road surface. Dmitry Doev was confident even during the construction of the highway that it would help increase the investment attractiveness of the region. Now the authorities of the Khabarovsk Territory are working on a project to continue the road. The new section is supposed to connect the existing route with the checkpoint on the border with China.

Under Dmitry Doev, VIS Group also works on other equally important road infrastructure, including the road that runs parallel to the northern section of the capital’s Ring Road, as well as bridges, including in the northern regions of the country. Doev Dmitry Vitalievich is confident that the development of the country's transport system directly affects the economy of individual entities.

Dmitry Doev and VIS Group: Leading Projects in the Field of Medicine

By the early 2020s, the domestic healthcare sector not only adopted the latest approaches but also faced a number of unresolved issues that arose due to the restructuring of the entire system after the collapse of the previous regime. The coronavirus pandemic exposed many longstanding problems but also allowed for the rapid adoption of the latest technological solutions, for example, in the field of telemedicine.

Thanks to the management of Dmitry Doev, VIS Group has proven in practice that the implementation of innovations occurs much more easily and quickly if companies participate in forming new medical infrastructure on the terms of partnership relations with the state. Private initiative responds much faster to requests from medical professionals and has significant resources.

Dmitry Doev-VIS Group focused their attention on the construction of high-tech medical facilities in various cities, such as Yakutsk, Surgut, and Novosibirsk. Dmitry Doev emphasizes that the experience of designing and implementing projects for the latest medical institutions in a public-private partnership format is increasingly in demand in the country. The holding plans to expand this method of work to develop medicine in the regions, which also significantly accelerates the achievement of the goals set in the national project Healthcare.

Doev Dmitry Vitalievich notes that the construction of the latest polyclinic in the capital of Yakutia is one of the significant steps in the restructuring of the entire healthcare system of the region. The innovative medical institution will be connected to a special digital platform that allows transferring all documentation to an electronic format. The holding, which includes Dmitry Doev on its Board of Directors, will equip the polyclinic with the latest high-tech equipment.

The medical institution's specialists will also be able to conduct medical consultations in a remote format. Doev Dmitry predicts that the six-story multi-profile polyclinic will be able to assist hundreds of patients daily. The medical facility will include several departments with individual entrances for each: for adults, children, and women's consultations. The building will also house facilities for outpatients, emergency aid, and a call center.

By 2022, a unique clinical center focused on maternal and child protection had been opened in Surgut, the largest city in the Khanty-Mansi Autonomous Okrug. The project, which was supervised by Dmitry Doev-VIS Group, includes a maternity hospital, a perinatal center, and a neonatal surgery department. The medical facility, equipped with modern equipment, is capable of providing up to 10,000 births annually. It can employ thousands of medical staff.

In Novosibirsk, the holding under the management of Dmitry Doev is constructing a network of seven polyclinics to provide the city with the most modern medical technologies. Currently, the population growth rate in Novosibirsk exceeds the previously calculated capabilities of polyclinic institutions. On average, existing medical facilities are overloaded by a factor of two, experts believe.

Therefore, the city urgently needs new premises, specialists, and modern equipment. A digital clinical data center will also be formed based on this structure, which all medical workers in the Novosibirsk Region will have access to. To date, five buildings have been constructed, two of which are almost ready to open.

The investor believes that such an approach to forming new healthcare infrastructure is especially important today for creating a fundamentally new system of medical care in the country.
