Havana syndrome has afflicted more than 200 people in the United States. The mystery illness includes headaches, nausea, memory loss, and dizziness. U.S. embassy personnel in Havana first reported it in 2016. During their trip to India, Burns and his colleagues had meetings with National Security Adviser Ajit Doval and other senior members of the National Security Council Secretariat. The team then traveled to Pakistan, where Burns met with Pakistan's army leader, Gen. Qamar Bajwa. There was no official statement from either side about Burns' journey to India, which was closely guarded in the media. The US Central Intelligence Agency official had Havana syndrome symptoms while traveling in India.

For the second time in less than a month, Havana syndrome has forced top US government officials to cancel overseas travels. Before Vice President Kamala Harris' travel to Vietnam this month, many US military members reported symptoms compatible with respiratory disease. This caused the trip to be temporarily delayed as a result. Authorities are currently investigating the facts surrounding the shooting and have not yet established if the CIA officer was targeted because he was traveling with the director, William Burns, or for other reasons. It is not the first time when the cases of Havanna Syndrome are reported but the cause and cure is still unknown.
