US President Donald Trump announced the project at the White House on September 28, describing it as a major addition to American steelmaking capacity. The Iowa facility is planned to become the largest steel plant in the United States once fully developed.

$15 Billion Iowa Steel Plant

Around $15 billion of the planned investment is earmarked for the new steel complex in eastern Iowa. The facility is expected to begin production around 2030 and eventually reach an annual capacity of approximately 10 million tons of steel.

The plant is expected to start with a capacity of about 7.5 million tons annually, with subsequent expansion taking production towards the 10-million-ton target. The project will use modern steelmaking technology, including direct-reduced iron and electric arc furnaces.

Integrated Mine-to-Mill Supply Chain

A key feature of the project is its planned integration with Mesabi Metallics' iron ore operations in Minnesota. The company is developing a new iron ore mine and pellet plant at Nashwauk, creating a supply chain connecting domestic mining with steel production in Iowa.

Mesabi Metallics describes the project as an integrated American steel operation, with Minnesota iron ore supplying the Iowa mill. The company has already invested more than $2.5 billion in its Minnesota operations.

$3 Billion Investment in Minnesota Mine

About $3 billion of the broader $18 billion investment is associated with completing the Minnesota iron ore project. The mine is designed to produce direct-reduction-grade iron ore pellets for steelmaking.

The Minnesota operation represents one of the state's largest recent private-sector industrial investments. Essar has said the project is intended to support the development of a more integrated North American steel supply chain.

Thousands of Jobs Expected

The Iowa project is expected to generate substantial employment during both construction and long-term operations. The White House estimates that the development could support up to 6,000 construction jobs and create around 1,750 permanent Iowa jobs.

The Minnesota mine is also expected to create employment opportunities. Mesabi Metallics currently highlights approximately 350 family-supporting jobs associated with its Minnesota operations.

The White House has estimated that the Iowa steel project could contribute about $95 billion to the US economy over its first decade. This figure is a government projection rather than a realised economic outcome.

Trump Highlights US Steel Production

During the White House announcement, Trump presented the investment as part of efforts to expand domestic manufacturing and steel production. His administration has linked the project to its broader strategy of encouraging companies to manufacture within the United States.

Trump and Commerce Secretary Howard Lutnick also pointed to the US government's steel tariff policy as a factor supporting domestic investment. Reuters reported that the administration has raised steel tariffs to 50%, while the policy has also affected exporters, including India.

Essar's Growing US Presence

Essar Group, founded by brothers Shashi and Ravi Ruia, has operated for more than five decades across sectors including energy, metals, mining and infrastructure.

The group's US presence includes Mesabi Metallics, which is developing the Minnesota iron ore project. Essar has been involved with the Minnesota asset since acquiring Minnesota Steel in 2007. The company's latest investment expands its focus from iron ore production towards an integrated US steelmaking operation.

What the Project Means for US Steelmaking

Once completed, the Iowa facility is expected to significantly expand US steelmaking capacity. Its planned connection with the Minnesota mine would provide a domestic raw-material supply chain stretching from iron ore extraction to finished steel production.

The project also reflects growing investment by Indian companies in US manufacturing and industrial infrastructure. Production is currently targeted for 2030, subject to project development and construction progress.
