India’s leading dairy cooperative, Amul, has clarified that fresh pouch milk prices will remain unchanged despite the upcoming Goods and Services Tax (GST) reforms scheduled to take effect on September 22, 2025. The company emphasized that packaged pouch milk has always been exempt from GST, and therefore, no price reduction is expected in this category.

Amul MD clarifies pouch milk prices under GST reforms

Addressing speculation that pouch milk prices might fall by ₹3–₹4, Jayen Mehta, Managing Director of Gujarat Co-operative Milk Marketing Federation (GCMMF), which markets Amul products, said:

“There is no change proposed in prices of fresh pouch milk as there is no reduction in GST. It has always been zero percent GST on pouch milk.”

Mehta further dismissed media reports suggesting otherwise, noting that consumers should not expect any change in prices of fresh pouch milk sold in pouches.

UHT milk to get cheaper from September 22

While pouch milk remains unaffected, Amul confirmed that Ultra-High Temperature (UHT) processed milk will become cheaper from September 22, 2025, as the GST rate on it has been reduced from 5% to nil.

“Only longlife UHT milk prices will be reduced with effect from September 22 due to reduction in GST from 5 per cent to Nil,” said Mehta.

What is UHT milk?

  • UHT (Ultra-High Temperature/Ultra Heat Treatment) is a process where milk is heated to 135°C (275°F) for a few seconds, killing harmful microorganisms.

  • It is then packaged aseptically (like in Tetra Packs), giving it a shelf life of several months without refrigeration.

  • Popular among urban households, travelers, and those without access to cold storage, UHT milk will now become more affordable.

GST Council’s Next-Gen Reform and its impact

The GST rate cut on UHT milk comes under the “Next-Gen GST Reform” announced by Finance Minister Nirmala Sitharaman on September 3, 2025. The reforms are being hailed as one of the most significant overhauls of India’s indirect tax regime in nearly a decade.

  • Rationalization of slabs: GST rates are being merged into two slabs – 5% and 18%, replacing the earlier 12% and 28% rates.

  • Wider benefits: The reform is expected to ease the cost of living, support households, farmers, and small businesses, and give a boost to healthcare and consumption demand.
