The World Health Organization (WHO) is on the verge of finalizing the world's first pandemic agreement, following a decision by member states to resume negotiations from April 29 to May 10. Resumption of Negotiations:

The decision to resume negotiations came after two weeks of intensive discussions led by member states, focusing on critical aspects aimed at ensuring all countries are adequately prepared and equipped to respond to future pandemics effectively and equitably.

Progress at INB9 Meeting:

The ninth meeting of the Intergovernmental Negotiating Body (INB9), held from March 18 to the present day, witnessed government negotiators deliberating on various articles of the draft agreement. Key topics addressed include securing sufficient financing for pandemic preparedness, ensuring equitable access to medical countermeasures during pandemics, and strengthening healthcare workforce capabilities.

Dr. Tedros Adhanom Ghebreyesus's Perspective:

WHO Director-General Dr. Tedros Adhanom Ghebreyesus emphasized the significance of the pandemic agreement in safeguarding future generations from the hardships endured during the COVID-19 pandemic. He commended member states for their commitment to reaching a consensus and finalizing this historic agreement in time for the World Health Assembly.

Upcoming Milestones:

The resumption of INB9 next month holds considerable importance as it precedes the Seventy-seventh World Health Assembly scheduled to commence on May 27, 2024. During this assembly, member states will deliberate on the proposed text of the world's first pandemic agreement for adoption.

Dr. Precious Matsoso and Mr. Roland Driece's Remarks:

Dr. Precious Matsoso, Co-Chair of the INB Bureau, reiterated the objective of the pandemic agreement to prepare the world for preventing and responding to future pandemics through consensus, solidarity, and equity. Mr. Roland Driece, fellow INB Bureau Co-Chair, emphasized the imperative of reaching an agreement to create a healthier, fairer, and safer world from pandemics.

Background and Context:

In December 2021, the World Health Assembly convened a Special Session, only the second in WHO's history, and established the INB to draft and negotiate a WHO convention, agreement, or international instrument on pandemic prevention, preparedness, and response. The process has involved participation from various United Nations bodies, non-state actors, stakeholders, and the public.

A Legacy of Collaboration and Shared Responsibility 

The ongoing negotiation process underscores a global commitment to preventing  future pandemics.  This initiative, launched in December 2021, involves not only  WHO member states but also other UN organizations, non-governmental  organizations, and the public.

"We cannot afford to fail to reach an agreement," emphasized Mr. Roland Driece,  Fellow Co-Chair of the INB Bureau.  "We are on the cusp of achieving a  monumental accomplishment that will make the world a safer, healthier place."
