State-owned Oil and Natural Gas Corporation (ONGC) has significantly expanded its infrastructure footprint in Goa with the addition of a 4,000-seat convention centre at its Advanced Training Institute (ATI) campus in Betul, South Goa. Overlooking the Arabian Sea and located just 15 minutes by ferry from major beachside resorts, the new facility is designed to host large conferences, global exhibitions, and marquee entertainment events, including Filmfare-scale award functions.

The development marks a major step in positioning Goa as a business tourism and MICE (Meetings, Incentives, Conferences and Exhibitions) destination, complementing its reputation as India’s leading leisure tourism hub.

How the Idea Took Shape at ONGC’s ATI Campus

ONGC’s ATI campus in Betul is spread across 1 million square metres (approximately 250–270 acres) and is primarily used for training personnel in safety and HSE practices. Until recently, only a small portion of the land was utilised for training infrastructure.

In 2023, a temporary conference setup on the unused land hosted the second edition of India Energy Week (IEW) after the organisers struggled to find a convention centre elsewhere in India capable of handling an event of that scale. According to senior officials, this experience sparked the idea of developing a permanent, world-class convention and exhibition facility within the campus.

Before the fourth edition of India Energy Week held at the end of January this year, the new convention centre was completed and made operational.

What the Upgraded ONGC Goa Campus Includes

4,000-Seat Oval-Shaped Convention Centre

The highlight of the development is the oval-shaped convention centre with a seating capacity of around 4,000 people at a time. The facility includes:

  • VVIP room

  • VVIP green room

  • Two VIP rooms

  • Two VIP lounges

  • CEO’s meeting room

  • Five CEO’s translator rooms

  • Bilateral rooms

  • Office spaces

  • Three lounges

  • Dining hall

  • Dry pantries

  • Elevators and escalators

  • A large central foyer

An ONGC official said, "IEW is one event, but the facility is available for anyone wishing to host large conferences and award shows."

Exhibition Hall for Trade Fairs and Global Expos

The campus features a 6,669 sq metre permanent exhibition hall, designed to accommodate:

  • Large-scale trade fairs

  • Industrial expos

  • Technology showcases

  • International exhibitions

This significantly enhances Goa’s ability to host multi-day, multi-venue business events under one roof.

Management Development Facility (MDF)

The 8,353 sq metre rectangular-shaped Management Development Facility (MDF) adds further depth to the campus. It comprises:

  • Office spaces

  • Dining hall

  • Multiple conference rooms

  • A 182-seater auditorium

  • VIP lounge

  • Breakout rooms

  • Eight syndicate rooms

  • Eleven classrooms

Together, the convention centre, exhibition hall, and MDF have a combined built-up area of about 39,000 square metres.

Strategic Connectivity by Sea, Air and Road

Ferry Access From Beachside Resorts

The venue is directly connected to leading hotels and resorts via a floating jetty, enabling quick and scenic access from South Goa’s 15-km beachline.

"It takes just a maximum of 15 minutes to reach ATI," an official said, adding that VVIPs attending IEW 2026 used small ferry boats to reach the venue in 5 minutes, and the jetty is designed to accommodate larger ferries as well.

Helipad and Multi-Modal Access

The campus also features a helipad with four parking points, ensuring seamless access for VVIPs and international delegates. Combined sea, air, and road connectivity makes the facility suitable for high-profile global events.

Sustainability and Smart Infrastructure at ATI Goa

ONGC has integrated advanced sustainability measures across the campus, including:

  • Centralised air-conditioning

  • Power backup systems

  • Solid waste management

  • A zero-liquid-discharge facility

India’s Largest Behind-the-Meter Microgrid

ATI Goa houses India’s largest ‘behind-the-meter’ 5 megawatt microgrid, which integrates:

  • Rooftop and ground-mounted solar installations

  • A vertical-axis wind turbine

  • An 11.128 megawatt-hour lithium-ion battery energy storage system

Additional amenities include Wi-Fi connectivity, fire safety systems, landscaped green spaces, and extensive parking facilities.

ONGC’s Plans for Operations and Revenue Generation

Officials said ONGC plans to partner with MICE domain experts for:

  • Professional operations

  • Marketing and event acquisition

  • Revenue generation

Boost to Goa’s Business Tourism Vision

The project aligns closely with the Ministry of Tourism’s push for business tourism and Goa’s broader strategy to expand beyond leisure travel. With the capability to host national and international conferences, industry summits, and entertainment award shows, the ONGC convention centre is expected to play a pivotal role in redefining Goa’s MICE landscape.

Officials added that the facility is expected to host large national and international events, including film and entertainment award shows, marking a new chapter in Goa’s tourism and infrastructure development story.
