LPG Supply Concerns Rise as Government Pushes Refineries for Higher Output

The Indian government has directed oil refineries to increase production of liquefied petroleum gas (LPG) and prioritise supply to households amid global fuel supply uncertainties triggered by geopolitical tensions.

According to the Ministry of Petroleum and Natural Gas, the decision aims to ensure uninterrupted cooking fuel availability for domestic consumers across the country.

The directive comes as rising tensions in West Asia and disruptions in global energy logistics threaten fuel supplies worldwide.

The petroleum ministry announced the directive through a post on X, stating that refineries have been asked to increase LPG production levels and redirect additional output toward domestic use.

“In light of current geopolitical disruptions to fuel supply and constraints on supply of LPG, the ministry has issued orders to oil refineries for higher LPG production and using such extra production for domestic LPG use,” the ministry said.

The government’s move is intended to safeguard the supply of cooking gas to millions of households that depend on LPG for daily cooking needs.

Measures Introduced to Prevent Hoarding

To ensure fair distribution of LPG cylinders and avoid supply manipulation, the ministry has introduced additional safeguards.

According to the statement, domestic LPG supply has been prioritised and a 25-day inter-booking period has been implemented to discourage hoarding and black-marketing of cylinders.

The ministry also clarified that alternative supply arrangements are being made for non-domestic consumers.

“Non domestic supplies from imported LPG is being prioritised to essential non domestic sectors such as Hospitals and Educational institutions,” the ministry added.

Hospitality Sector Reports Commercial LPG Shortages

Industry Bodies Seek Government Intervention

While the government prioritises household supply, representatives from the hospitality sector have raised concerns about shortages of commercial LPG cylinders used in restaurants and hotels.

The Federation of Hotel and Restaurant Associations of India (FHRAI) wrote to Petroleum Minister Hardeep Singh Puri highlighting supply disruptions affecting the industry.

In its communication, the association warned of serious operational challenges for restaurants and hotels.

The body’s secretary general, Jaison Chacko, said in the letter that there was “widespread disruption at the ground level”.

Distributors Allegedly Withholding Supplies

According to FHRAI, several LPG distributors have reportedly withheld commercial cylinder supplies while citing a government directive dated March 5.

“In light of these challenges, we request the government to issue a formal clarification confirming that no such restrictions apply to the hospitality and food service sectors,” the association said.

The industry body also requested that oil marketing companies receive a clear mandate to ensure uninterrupted distribution of commercial LPG cylinders.

Restaurant Association Flags Demand-Supply Gap

The National Restaurant Association of India (NRAI) also expressed concern over the shortage of cooking gas supplies for restaurants.

According to the association, several suppliers have indicated that they are unable to meet the demand for commercial LPG cylinders.

“As per news articles, the government has clarified that there is no ban on supply of commercial LPG cylinders for the restaurant industry. However, the ground situation is different, with suppliers expressing inability to supply the same,” the association said.

Industry representatives say the shortage has begun affecting restaurant operations and could potentially disrupt food service businesses if supply issues persist.

Government Forms Committee to Review Commercial Supply Requests

To address concerns raised by businesses, the petroleum ministry has formed a review committee.

The ministry said a three-member panel consisting of executive directors from oil marketing companies (OMCs) will examine requests for LPG supply from commercial users such as hotels, restaurants and industrial facilities.

The committee is expected to assess supply requirements and recommend measures to balance household and commercial demand.
