FDI Limit for the Insurance Sector to Increase

In a major reform announced by Union Finance Minister Nirmala Sitharaman, the Foreign Direct Investment (FDI) limit for the insurance sector is set to increase from 74% to 100%. This move aims to attract more foreign investment, especially for companies that channel their entire premium investments within India. The government will also review and simplify the existing regulations tied to foreign investment, ensuring easier pathways for investors.

Public Education and Health Initiatives

The Union Budget for 2025 has also focused on improving India’s education and healthcare systems. A significant initiative, the Bharatiya Bhasha Pustak Scheme, will be implemented to provide Indian language books in digital format for both school and higher education levels. This move is expected to promote bilingual learning and preserve regional languages in the education sector.

Additionally, Day Care Cancer Centres will be set up in district hospitals across India over the next three years. By FY 2025-26, 200 such centres are planned to cater to cancer patients in need of day care services.

AI Centres of Excellence and IIT Expansion

The government has allocated ₹500 crore for the establishment of three Centres of Excellence (CoEs) dedicated to Artificial Intelligence (AI). These centres will focus on research, AI-enabled learning tools, and fostering collaborations between industries and academia. The primary goal is to integrate AI into the education sector, developing tools like automated assessments and AI-powered tutoring systems to enhance learning experiences.

In addition, the budget plans to expand the infrastructure of five IITs established post-2014. This expansion will include academic and hostel facilities for an additional 6,500 students. This initiative aims to strengthen India's capacity to produce top-tier engineering talent and meet the increasing demand for IIT seats.

Support for street worker and Urban Workers

Sitharaman announced a major initiative for street worker, particularly those working on online platforms, stating that they would receive identity cards and be registered on the e-Shram portal. This move acknowledges the role gig workers play in the modern economy. These workers will also gain access to healthcare benefits under the Pradhan Mantri Jan Arogya Yojana (PM-JAY).

Additionally, a scheme to uplift the socio-economic status of urban workers will be rolled out. The PM SVANidhi Scheme, which supports street vendors, will be revamped with enhanced loan amounts, UPI-linked credit cards with a Rs. 30,000 limit, and improved capacity-building support.

Increased Medical Seats and Health Infrastructure

In the healthcare sector, the government plans to add 10,000 seats to medical colleges in the coming year, with an ambitious target of 75,000 seats over the next five years. This increase in seats is expected to address the shortage of medical professionals in India.

Furthermore, Cancer Day Care Centres will be established in district hospitals, and 10,000 seats will be added in medical colleges next year alone. This is in line with the government's plan to increase access to healthcare and improve medical education across the country.

PM Dhan Dhanya Krishi Yojana and Agricultural Support

In a bid to bolster the agricultural sector, PM Dhan Dhanya Krishi Yojana will be launched to address key issues such as crop intensity, productivity, and the post-harvest ecosystem. The scheme will initially cover 100 districts with low agricultural productivity and moderate crop intensity, aiming to boost the agricultural output and ensure better income for farmers.

Support for Women, SC, and ST Entrepreneurs

The government is launching a Rs. 2-crore term loan scheme aimed at empowering first-time women, SC, and ST entrepreneurs. This scheme will support 5 lakh entrepreneurs in their business ventures, coupled with an increase in the credit guarantee cover for these businesses to Rs. 20 crore, with a reduced guarantee fee of just 1%.

Establishment of the National Institute of Food Technology, Entrepreneurship, and Management

To support the food processing industry, the government is setting up the National Institute of Food Technology, Entrepreneurship, and Management in Bihar. This initiative is aimed at boosting food processing activities in the Eastern region, improving farmers’ incomes through value addition, and providing entrepreneurial opportunities for the youth.

Focus on MSME Growth

To support the growth of Micro, Small, and Medium Enterprises (MSMEs), the budget has proposed a significant overhaul in their classification criteria. Investment limits will be raised 2.5 times, and turnover limits will be doubled, making it easier for MSMEs to access loans and grow. New credit guarantee schemes will also be introduced, alongside customized credit cards for micro-enterprises.

Focus on Education and Employment for Youth

In her address, Finance Minister Nirmala Sitharaman emphasized that education and meaningful employment are key priorities for the government. The government's vision is to build a skilled workforce, ensure quality education for all, and provide ample job opportunities, particularly for the youth.
