BSNL has faced financial difficulties in recent years, leading to the implementation of three major revival packages. The first package, approved in 2019, provided ₹69,000 crore to stabilize BSNL and MTNL.

The second package, approved in 2022, amounted to ₹1.64 lakh crore and included provisions for capital expenditure, rural landline funding, balance sheet de-stressing, settlement of AGR dues, and the merger of BBNL with BSNL. As a result of these measures, BSNL has reported operational profits since FY 2021-22, and its total debt has decreased from ₹32,944 crore to ₹22,289 crore.
