On Tuesday, The United Kingdom said that the invasion of Ukraine by Russia has left Russia's military "significantly weaker" even though its defense budget doubled in the past 20 years. In its daily intelligence report on the Russian-Ukraine Conflict, the Defence Ministry of the United Kingdom, tweeted, "Russia's military is now significantly weakened, both materially and conceptually, as a result of its invasion of Ukraine. Recovering from this will be exacerbated by sanctions. This will have a lasting impact on Russia's ability to deploy conventional military force." The Ministry further told that while the defense budget of Russia had doubled from 2005 to 2018, with major investments made in air, land, and sea capabilities, its new equipment has not contributed significantly to "dominate Ukraine."

In the year 2008, Anatoliy Serdyukov, Russia's then-defense minister, announced a significant structural reorganization of Russia’s armed forces, He termed these structural reorganizations as the New Look military modernization process. According to the International Institute for Strategic Studies, the reorganization came after Russia's war with Georgia that year revealed that its military still lacked operational capacities.
