India has taken another important step towards strengthening its semiconductor and electronics manufacturing industry. Union Minister for Electronics and Information Technology, Railways, and Information and Broadcasting, Ashwini Vaishnaw, has launched the Semicon 2.0 web application portal for the second phase of the Semicon India Programme. On the same occasion, he announced 12 additional project approvals under the Electronics Components Manufacturing Scheme (ECMS), involving a projected investment of ₹7,503 crore.
The newly approved projects are expected to generate production worth ₹39,045 crore and create 7,127 direct jobs. These developments aim to strengthen domestic manufacturing, reduce dependence on imported components and establish India as a competitive player in the global semiconductor supply chain.
Semicon 2.0 Portal Launched to Expand India's Semiconductor Industry
The newly launched Semicon 2.0 portal marks the beginning of the second phase of India's semiconductor development programme. With its launch, applications have opened for three of the programme's six strategic pillars.
These include:
-
Pillar 2 – Machines and Materials: Encouraging domestic manufacturing of semiconductor equipment and essential materials.
-
Pillar 3 – Additional Fabrication Facilities: Supporting the establishment of more semiconductor fabrication plants.
-
Pillar 4 – ATMP and OSAT Industry: Expanding semiconductor assembly, testing, marking and packaging capabilities, along with outsourced semiconductor assembly and testing facilities.
The initiative aims to develop a stronger domestic ecosystem by supporting different stages of semiconductor manufacturing.
Semicon 2.0 Approved with ₹1.27 Lakh Crore Financial Outlay
The Union Cabinet has approved Semicon 2.0 with a financial allocation of ₹1,27,500 crore under the India Semiconductor Mission (ISM). The programme represents the next stage of India's efforts to build a strong and self-reliant semiconductor industry.
Its six strategic pillars focus on chip design, machines and materials, additional fabrication facilities, expansion of the ATMP/OSAT industry, research and development, and talent development.
Speaking at the launch event, Ashwini Vaishnaw highlighted the progress of India's electronics manufacturing sector. He said the industry was gradually moving beyond basic assembly towards developing a complete domestic value chain covering modules, components, materials and advanced technologies.
Greater Focus on Domestic Manufacturing and MSMEs
The minister highlighted India's growing capabilities in manufacturing battery cells, copper foils, copper-clad laminates and advanced printed circuit boards (PCBs).
He also emphasised the role of micro, small and medium enterprises (MSMEs) in strengthening domestic supply chains. Nearly 50% of the units approved under the ECMS belong to this category, highlighting the importance of smaller businesses in India's manufacturing growth.
Semicon 2.0 will particularly focus on equipment, materials, chemicals and gases. The government aims to attract at least three major equipment manufacturers and five companies working in chemicals and gases to establish operations in India.
Union Minister also stressed the importance of quality, research and development, technological expertise and global competitiveness. He encouraged industry stakeholders to work together, share knowledge and continuously improve manufacturing standards.
12 New ECMS Approvals Cover 10 Product Segments
The government has announced 12 additional project approvals under the Electronics Components Manufacturing Scheme. These approvals follow the earlier announcement of 106 applications involving investments of ₹69,548 crore.
With the latest additions, the total number of approved applications has reached 118. These projects cover 34 products across 16 states.
The newly approved projects fall into three major categories:
1. Electronic Components
Four component categories have received approval:
-
Multi-layer PCBs: NeST ICELR Private Limited
-
Relays: TDConnex (Chennai) Private Limited
-
Heat Sinks: Modern Automotives Limited
-
Specialty Ceramics: Voltix Semicon Private Limited
These components are important for electronic devices, industrial equipment and advanced manufacturing systems.
2. Supply Chain Materials
Five additional products have received approval to strengthen India's domestic supply chain.
-
Copper Foil: Indo Asia Copper Limited will manufacture copper foil used in copper-clad laminates and lithium-ion cells.
-
Anode Material: TACC Limited will manufacture anode material for lithium-ion batteries.
-
Cathode Active Material: Vidyuta Materials Private Limited will manufacture this essential battery component.
-
Polypropylene Film: Enerfolie LLP will manufacture films used in capacitor-grade dielectric applications.
-
Camera Rims: Surface Modification Technologies Pvt. Ltd. will manufacture camera rims.
These approvals include the first ECMS projects for copper foil and cathode active material, expanding domestic production of important upstream materials.
3. Capital Goods and Manufacturing Equipment
The latest approvals also cover equipment and technologies required for advanced manufacturing and factory automation.
The approved companies include:
-
TDConnex (Chennai) Private Limited: Precision moulds and tooling.
-
Rockwell Automation India Private Limited: Power and control systems for capital equipment.

These projects are expected to improve India's manufacturing infrastructure and reduce dependence on imported industrial equipment.
ECMS Projects Target ₹5.73 Lakh Crore in Production
With 118 approved applications, the ECMS has outlined ambitious manufacturing and employment targets.
The combined projects are expected to involve an investment of ₹77,051 crore, generate production worth ₹5,73,146 crore and create direct employment opportunities for 81,755 people.
The government expects these investments to strengthen domestic supply chains, increase local value addition and reduce India's dependence on imported electronic components.
The expansion of domestic manufacturing is also expected to create opportunities for suppliers, technology companies and smaller manufacturing businesses.
Semicon India Programme Strengthens Domestic Semiconductor Capabilities
The India Semiconductor Mission has played an important role in developing India's semiconductor ecosystem. Under the first phase of the Semicon India Programme, the government approved 12 projects across six states, involving cumulative investments of more than ₹1.64 lakh crore. According to the announcement, five of these projects had started commercial production by October 2026.
The government has also focused on developing semiconductor design capabilities and supporting emerging startups.
Under these initiatives:
-
105 startups have received access to electronic design automation (EDA) tools.
-
24 startups have received funding support.
-
15 startups have secured venture capital funding.
-
332 institutions have received EDA tools under the Chips to Startup (C2S) Programme.
