Uttar Pradesh has approved a 69.52-acre robotics and AI park in Greater Noida, targeting over one lakh jobs and ₹2,000 crore in annual economic value.
The Uttar Pradesh Cabinet has approved the development of a robotics and artificial intelligence (AI) park in Greater Noida, with the project expected to strengthen advanced technology manufacturing and create significant employment opportunities.
The proposed facility, spread across 69.52 acres, is called the Platform for Robotics and AI Growth Through Technology and Innovation (PRAGATI) Park. At full capacity, it is projected to generate more than one lakh direct and indirect jobs and contribute approximately ₹2,000 crore annually in gross value added (GVA) to the state’s economy.
Finance Minister Suresh Kumar Khanna announced the Cabinet’s decision while briefing reporters after a meeting chaired by Chief Minister Yogi Adityanath.
The project aims to promote domestic robotics manufacturing, accelerate AI-based innovation and establish an ecosystem that attracts investment, research and technology development.
According to the project details, the park will be developed in two separate zones, combining public-private partnership (PPP) investment with private-sector participation.
The first zone will cover eight acres and be developed and operated through a special purpose vehicle (SPV) under the PPP model.
The Greater Noida Authority will hold a 26% equity stake in the SPV, while the selected industrial partner will own the remaining 74%. The partnership is intended to combine public-sector support with private-sector expertise in developing and operating the technology infrastructure.
The Greater Noida Authority will contribute ₹21.1 crore as equity. In addition, the state government will provide an interest-free loan of ₹126.2 crore for a period of 30 years.
The lease premium for the eight-acre site will be reimbursed to the authority through the state government’s IT and Electronics Department under the prescribed arrangement.
The remaining 61.52 acres will be developed by private enterprises through investments in industrial facilities and related activities.
The state government will not bear capital liability for developing this zone. This arrangement is intended to encourage private investment while limiting the government’s direct financial responsibility for the industrial area.
The SPV will also receive a service charge equivalent to 5% of the revenue generated from development charges on land allotted in the second zone, along with applicable GST.
The industrial partner for the first zone will be selected through a quality-based selection process. Following the selection, the authorities will proceed with SPV registration, land allotment, lease execution and construction-related activities.
Commercial operations in the first zone are targeted to begin within 36 months of the SPV’s registration. If necessary, the deadline may be extended to a maximum of 48 months.
A designated committee will monitor the project’s progress and review implementation against the proposed timeline.
The phased approach is intended to support the development of shared infrastructure while allowing private businesses to establish their own industrial units in the larger zone.
PRAGATI Park is expected to provide specialised infrastructure for companies, researchers, startups and entrepreneurs working in robotics and AI.
The planned shared facilities include:
Robotics testing and certification centres.
Rapid prototyping facilities for product development.
AI computing infrastructure.
Graphics processing unit (GPU)-based computing resources.
Motion-capture systems.
Data laboratories.
These facilities will give businesses access to advanced equipment without requiring every startup or small enterprise to make substantial individual investments in expensive infrastructure.
Affordable access to testing, prototyping and computing resources could help innovators develop products, evaluate designs and bring new technologies to market more efficiently.
The park is designed to support startups and entrepreneurs by providing access to specialised testing and development facilities at affordable rates.
Robotics manufacturers will be able to use the infrastructure to assess product performance and work towards meeting international standards. The project details specifically identify support for CE and UL certifications, which are relevant to market access and product compliance in applicable jurisdictions.
Such facilities could help Indian companies improve product quality and prepare their technologies for international markets.
The availability of AI computing infrastructure and prototyping resources may also encourage collaboration between startups, manufacturers and research organisations, supporting innovation across the robotics and advanced technology sectors.
The Uttar Pradesh government intends to use the park to strengthen India’s domestic capabilities in robotics, AI and advanced manufacturing.
Developing local manufacturing and testing infrastructure could help businesses reduce reliance on imported technologies and components in selected areas. It may also support the development of products designed for the needs of Indian industries and international customers.
The initiative is expected to create opportunities for technical training and skill development among young people and workers. Potential areas include robotics engineering, AI computing, prototyping, product testing and advanced manufacturing.
Building a skilled workforce will be important for attracting technology companies and supporting the long-term growth of the proposed industrial ecosystem.
At full scale, the project is expected to generate more than one lakh direct and indirect jobs and contribute approximately ₹2,000 crore annually in gross value added to Uttar Pradesh’s economy.
The employment target includes opportunities expected to emerge within the park and across supporting activities. These could include manufacturing, engineering, research, technical services and related business operations.
The economic contribution and employment projections will depend on investment levels, infrastructure development, business participation and the pace at which companies begin operations.
With the Cabinet’s approval, PRAGATI Park represents a planned step towards expanding Uttar Pradesh’s presence in emerging technology industries. Its eventual impact will depend on timely implementation, private investment and the successful development of its shared facilities.
