News Synopsis

The Ministry of Earth Sciences and AcSIR have partnered to expand doctoral research opportunities, strengthen scientific collaboration and advance interdisciplinary studies across India’s earth system sciences.

MoES and AcSIR Join Hands to Strengthen Doctoral Research

The Ministry of Earth Sciences (MoES) and the Academy of Scientific and Innovative Research (AcSIR) have entered into a strategic partnership to broaden doctoral research opportunities in earth system sciences and strengthen India’s scientific research capabilities.

The Memorandum of Understanding (MoU) was formally announced on October 13, 2026, at Prithvi Bhawan in New Delhi, following its signing on August 21, 2026. The agreement aims to connect scientific research infrastructure with academic programmes, enabling students to pursue PhD studies in specialised areas of earth sciences.

Under this arrangement, all 10 research institutes operating under MoES have been designated as AcSIR Associated Research Institutes (AcSIR-ARIs). This recognition creates a structured framework for collaboration between the two organisations and expands access to research facilities and scientific expertise.

All 10 MoES Institutes Recognised as AcSIR Associated Research Institutes

The partnership brings together the research capabilities of MoES institutes and AcSIR’s academic framework to support doctoral education and advanced scientific investigation.

Students enrolled in the programmes will undertake research at participating MoES institutes, where they will work under the supervision of scientists recognised as AcSIR faculty members. AcSIR will be responsible for awarding the doctoral degrees, while the host research institute will also be identified on the degree certificates.

This arrangement is intended to provide students with access to specialised laboratories, scientific equipment, research facilities and experienced researchers. It will also help connect academic learning with practical scientific investigations addressing complex environmental and geophysical challenges.

PhD Programmes to Cover Diverse Earth Science Disciplines

The collaboration will support doctoral research across a broad range of disciplines related to the atmosphere, oceans, polar regions and the wider Earth system.

Atmospheric Science and Climate Research

Research opportunities will include weather forecasting, climate services and numerical weather prediction. These fields are important for improving the understanding of atmospheric processes and developing reliable forecasting capabilities.

Advanced research in these areas can contribute to better preparedness for extreme weather events, stronger climate assessments and improved information for decision-makers.

Ocean and Marine Science

The partnership will also cover ocean observation, marine robotics, deep-sea mining, desalination and marine living resources.

These research areas are relevant to understanding ocean ecosystems, exploring marine resources and developing technologies for sustainable use of the oceans. Research into desalination can also contribute to efforts to address freshwater challenges, while marine robotics can improve ocean exploration and data collection.

Polar, Cryosphere and Seismological Research

Doctoral studies will include polar and cryosphere research, seismology, earthquake hazard assessment and coastal processes.

Investigations into polar regions and the cryosphere can improve understanding of glaciers, ice systems and their relationship with climate change. Seismological studies and earthquake hazard assessments can support better understanding of seismic activity and help strengthen disaster preparedness.

Research on coastal processes can also provide insights into changing coastlines, coastal hazards and environmental management.

Artificial Intelligence and Machine Learning in Earth Sciences

The collaboration will encourage the application of artificial intelligence (AI) and machine learning (ML) in earth sciences.

These technologies can help researchers analyse large datasets, identify complex patterns and improve modelling and prediction methods. Their application across atmospheric, oceanic and geophysical research could support more advanced scientific analysis and operational forecasting systems.

Joint Research Framework to Improve Academic Opportunities

A key objective of the MoES-AcSIR partnership is to strengthen interdisciplinary research by encouraging collaboration among scientists, researchers and doctoral students.

The framework also promotes the sharing of research infrastructure and resources across participating institutes. Such cooperation can help students access specialised facilities and scientific expertise that may not be available within a single institution.

The partnership is expected to create additional opportunities for early-career researchers and support the development of highly skilled professionals in specialised scientific disciplines.

Coordinated Implementation Across Participating Institutes

All 10 MoES research institutes are participating in AcSIR’s latest PhD enrolment cycle under the new arrangement.

To facilitate implementation, each institute has appointed a nodal coordinator, while MoES has designated a central coordinator to oversee coordination at the ministry level.

This structure is intended to support communication between the participating institutions, streamline programme implementation and facilitate the effective administration of doctoral research activities.

The coordinated approach will be important in ensuring that students, supervisors and research institutes can work within a common academic framework.

Intellectual Property Rights and Research Collaboration

The agreement also establishes provisions concerning intellectual property rights (IPR) arising from research conducted under the partnership.

These provisions include recognition of student inventors and arrangements for sharing intellectual property generated jointly by the participating institutions. Such measures can help clarify contributions to research outcomes and encourage collaboration in scientific innovation.

A defined approach to intellectual property can also support the development of research outputs with potential applications in technology, environmental services and other areas relevant to earth sciences.

Partnership to Strengthen India’s Scientific Research Ecosystem

The MoES-AcSIR collaboration represents an effort to connect specialised scientific infrastructure with structured doctoral education. By involving all 10 MoES research institutes, the initiative expands the institutional base available for advanced research and academic training.

Its multidisciplinary focus covers major challenges related to weather, climate, oceans, polar environments, earthquakes and emerging scientific technologies.

Conclusion

The partnership between MoES and AcSIR is expected to expand PhD opportunities, encourage interdisciplinary research and improve access to specialised scientific infrastructure. With all 10 MoES institutes participating, the initiative can support researcher development, scientific innovation and long-term capacity building in India’s earth system sciences.
